Michelin chief Jean-Dominique Senard devolves power to workers Ambitious plan to make group more agile and responsive ahead of Macron reforms

Open dialogue between trade unions and managers is essential to keep manufacturing companies in mature economies competitive, according to the chief executive of Michelin, the French tyremaker.

Closing factories in developed countries and moving production offshore would have been “the worst mistake imaginable” for Michelin, said Jean-Dominique Senard.

“I consider it’s an absolute necessity — a duty — in our political, economic and industrial environment to move” in the direction of dialogue, Mr Senard told the Financial Times. “In 10 to 15 years, maybe sooner, the big companies that will survive will be those who have a balanced geographical footprint.”

Mr Senard was interviewed just before last month’s first round of the French presidential election, which was won by Emmanuel Macron. Mr Macron has said reform of France’s rigid labour laws, allowing companies to strike specific deals on working hours and pay, will be one of his first significant pieces of legislation.

The Michelin boss — the first non-family member to head the group alone — said that, as well as encouraging constructive talks with workers and unions, companies needed to avoid succumbing to “unhealthy pressure to improve competitiveness at any price, instantly and brutally”.

In March, Michelin announced an ambitious plan to reorganise the group to become more agile and responsive to customers. At the centre of the project is an approach called responsabilisation— a French word for empowerment and accountability — which Michelin has already tried out successfully at a handful of plants. Following consultations, the group plans to hand more decision-making power to its 105,000 employees, including at 17 factories around the world.

Interviewed for an FT analysis, staff at one French plant that has already switched to the new programme said they felt happier and more productive as a result. However, responsabilisation is not on its own protection against global competition. In 2015, Michelin announced it would close its factory in Ballymena, Northern Ireland, next year, even though it was one of six plants piloting the accountability plan.

Mr Senard said the drive to improve accountability had already led to a marked improvement in industrial relations at Michelin. “We have discussions with the unions today that are extremely frank and direct . . . I see them regularly, we listen to each other, we negotiate. But that happens in a climate that everyone recognises is calmer. For me, it’s about responsabilisation and trust.”

He added: “I’m not trying to save the world, but I think it is a way of saving industry in developed countries, in particular in the countries most violently affected by globalisation.”

Mr Senard’s pre-election priorities for a new president included a renaissance in training and apprenticeships, attention to high labour costs and tax changes to assist corporate France, particularly small and medium-sized French companies and start-ups.
